Japan welfare payouts hit record high

A report this week by the Ministry of Health, Labor and Welfare reveals that the number of people on welfare in Japan has risen to record numbers, with 1,408,407 households now receiving benefits.

This nearly trebles the record low of 590,000 during 1992 and continues to suggest all is not rosy in the local economy. 

Earlier this year AFP reported that as many as one in six in Japan lives in poverty -- or 21 million people -- with Tokyo's parks hosting increasing numbers of homeless.
